Actually neither, like many other chemical weapons "mustard gas" is a liquid that is dispensed as an aerosol (many fine droplets suspended in air) by a sprayer (somewhat similar in principle to a hairspray can or a spray paint can, except typically enclosed in an artillery shell).
As these tiny droplets either land on skin or are inhaled they are absorbed by the tissue and blister it.
