It seems to be my impression that the only reason China would want to explore outer space would be for future military operations of some sort. A nation with the largest population in the world, military service mandatory and also the worlds largest standing army does not need outer space. They cannot feed their own population, provide basic health care for their "citizens" has far larger problems. IMHO
