You can use a High temp RTV type sealer for your saturn valve cover. Use Permetex Red or Grey for the best seal. make sure both surfaces are clean, and dry.
Yes, you can clean the PCV valve. Take off the PCV valve and get a spray can of carb cleaner. Just spray into the valve and just enough to clean out any gunk that might be in there. You should hear it rattle when you shake the valve.
No, just replace the filter.
It is just to the right attached to the head.
The PVC valve is not held in by any nuts or bolts. Just pull on it to remove it.

The pcv valve just pushes into the top of the valve cover and yes it needs to be reconnected, if not your car will no run correctly
The EGR valve for you 95 Saturn is quite easy to service. Standing in front of your vehicle, look at the valve cover, then just to the right of it should be a round device, shaped somewhat like a flying saucer, but about 4 inches in diameter. That's the EGR valve. It should come off with just a couple bolts, but make sure to disconnect the vacuum line and the electrical connector first.

Just replaced mine this morning. It is covered up by a little hose at the top of the back part of the engine (right in the center). Just pull the hose off and the valve pulls right out!
