The EGR valve for you 95 Saturn is quite easy to service.
Standing in front of your vehicle, look at the valve cover, then just to the right of it should be a round device, shaped somewhat like a flying saucer, but about 4 inches in diameter. That's the EGR valve.
It should come off with just a couple bolts, but make sure to disconnect the vacuum line and the electrical connector first.
EGR is the cylindrical shaped thing on the drivers side of the engine.
Open the hood, look down at the engine. There is a little round device on the right side of the engine, just above the transmission bell housing. That's the EGR valve. Unplug the connectors and any vacuum lines (depending on type) then remove the two bolts and the EGR valve should come right out. Put the new one in in reverse order. BTW, an erg is a dyne centimeter squared. An EGR valve is an Exhaust Gas Recycling valve. Quite different concepts.

HI, you will find the EGR valve connected to the back of the throttle body i am currently removing SC off my 1989 ford Thunderbird SC for cleaning the intake system . plus the EGR tube that goes to the exhaust was disconnected and well i have poor idle, vehicle running very rich on fuel, and when going fast vehicle bogs down like if it was missing fuel... suspecting the MAF is bad to, you will have to remove the supercharger, intake and exhaust inter cooler air tubes and throttle body there is two bolts to the EGR valve. GOOD luck.

0440 seems to be an evaporative system malfunction, usually that's just the fuel cap either not seated or the O-ring is worn out. P1404 EGR Closed Position Performance (GM)... this means that your EGR valve is bad. And yes, your car won't pass emissions if either of the above conditions exist.

The biggest rim size that can fit on a Saturn sc is size 22 inch
You have to remove the panel on the valve covers, 4 bolts, and under them are the plugs.
I believe it's 5w30. But just check the cap on top of the valve cover, it's printed right on it.
