I did a bit of research on this and it looks like it's illegal to have it connected up while driving. If it's disconnected it's not a problem. So basically no street racing. However if you are found in the possession of Nitrous Oxide without having the system set up in your car you can be fined for being in possession with intent to inhale which is a class 3 misdemeanor.

Nitrous Oxide contains a fair amount of Oxygen. Nitrous Oxide Is a liquid in the bottle When you spray Nitrous Oxide into the intake you add Oxygen, you also add additional fuel. Thus more power. The liquid Nitrous Oxide and in my case Liquid propane fuel make the intake charge much colder increasing the intake charge and power.
