It should be safe with a few precautions. Use the long handled plastic scoops to take the urine & feces out of the cat litter. Put this in another bag and take out to the garbage can. Use the self clumping type of cat litter. Don't use your hands and if you have to touch anything in the litter box, put some plastic gloves on first. Be sure to wash your hands after each time you clean up the litter box. Keep the litter box as clean as you can.

And if your cats are already litter trained and there is something else wrong, try to catch your cats while they're doing it and spray them with a spray bottle filled with plain water. In the meantime, try to figure out what it is that is upsetting them.
