Considering that recording studios sell special versions of their songs, licensed to be use for TV, radio, movies, etc. I would have to say no, it is not legal to download music from the internet (from any service or program) and use on a radio show, internet or otherwise.
If it is an NBC show made available for download on an NBC website, then yes, it is legal to download. Also, certain sites like Hulu.com offer legal downloads of TV shows, as they have arrangements with the studios/copyright owners.

You don't. I'd suggest you forget about cable TV service and just download what you want to see. It's simpler and on demand.
