I've never seen anything that constitutes direct condemnation of this activity in The Bible. However, in general, we are to avoid vanity and things of the world.
My young daughter wanted to paint her nails recently and my wife allowed it. When she showed me, I had a warning feeling in my Spirit. Understand this was the Holy Spirit and not my own feelings, as I personally didn't object to it. I told my wife about it.
Later that day, our daughter was obsessing over how she wants to "do" her hair! We don't know where this behavior came from, but it is very contrary to our family priorities. We had a talk with her about how nails, and hair, and fashion and such is all vanity and not an area of focus for one walking in the Spirit of Christ. Then we prayed.
She understood and has been back to her normal self ever since. Many people don't understand how active the spiritual realm is, but these little cracks are how behaviors start that can balloon into flat out "fashionista diva" attitudes later on.
It might not be the same for everyone. If you are someone who couldn't care less about nails and hair and fashion and such, then painting your nails might be no big deal (a "take it or leave it" activity). Just like a former alcoholic needs to be careful around drinks and a former sports fanatic needs to be careful about sports idolatry, someone who is prone to lots of primping and selfies and stylish clothes and such needs to guard themselves from the sin of vanity.
