Indeed, the aftermath of war (which is peace) can bring prosperity (through victory), but by then, the war is over.
Thus, while there is war, prosperity cannot increase, and as such, you need peace for prosperity.
P.S. There are mathematical models that say that in some really extreme cases, going to war is 'cheaper' than maintaining peace (in deeply indebted societies), but this is cutting edge research, and only applies for extreme cases and theoretical models.
