If it is something that is very well known (ie. a popular music video or film) and you are not using the video in a negative way, to make profit, or to pirate it, and you are only using part of it, then they will likely not care because it would take to much effort and money to be worth it (it's more profitable to go after large companies with money than one single individual). However, it is still their right to sue you for any reason, at any time, if you decide you use their video without their permission.
