The skin is not poisonous, and in fact contains valuable antioxidants. However, it is considered inedible because it is bitter. The white pith is likewise nontoxic, and many people eat it along with the seeds.
Scientific data about pomegranate toxicity is scarce on the web. Pomegranates contain tannins, which can cause health issues in large amounts (but one would have to consume a ridiculous number of pomegranates to reach those amounts).

I leant against a pomegranate tree in Turkey; felt an instant very painful sting, saw a small thorn & pulled it out immediately. My arm remained extremely painful for about 10 minutes, then became itchy. Next day was swollen & very itchy. This lasted for 5 days then subsided.

Pomegranates are ripe when the skin is a crimson color, the fruit should feel heavy, and the skin should be shiny - avoid fruit with cracks and splits in the skin.
