Officially, no. Unofficially, it is quite possible, but not really practical. You'll need to get 192 MB of RAM into the system for it to even boot. You'll also have to patch the Vista DVD to ignore the system requirements. A Pentium II is unrealistic to use as a Vista computer. Even a Pentium III would be pushing it.
