That sounds perfectly normal. The gestational sac is all that is able to be picked up at this stage. The baby grows within it. By the fifth week, the location of the baby becomes obvious as does the fetal heart.
At three weeks you have likely just implanted (assuming ovulation and conception at two weeks) and there would be no sac visible. According to some websites, it can be seen as early as 4 weeks. Personally speaking, I had an early ultrasound at 4 weeks and no sac was visible. A gestational sac and yolk sac were visible at 5.5 weeks.

Factors such as: having a large amount of abdominal fat, a retroverted uterus, uterine fibroids, any pelvic cyst or mass that displaces the uterus, or having a uterine structural anomaly (such as a uterine septum).
