Proteins are synthesized in the ribosomes, so they are either made on free ribosome in the cytoplasm or in the rough ER which is studded with ribosomes.

Two types of Endoplasmic Reticuli exists, the rough endoplasmic reticulum and the smooth endoplasmic reticulum. The smooth endoplasmic reticulum is involved in the synthesis of lipids and steroids.

Rough endoplasmic reticulum & smooth endoplasmic reticulum Because hair contain protein called keratin. Proteins are made in rough ER. And lipids are produced by the smooth ER.
Ribosomes make RER "rough". SER is smooth because it has none. RER makes proteins because of the ribosomes and SER makes lipids.
