The PlayStation network has been shutdown since April 20 2011 after they learned they learned of a network intrusion.The network is still down at the time the question was answered. Information on the actual Intrusion is limited by security considerations and criminal procedures. Latest Sony post under related link said they will begin the procedure to restore services regionally first week of May 2011 and have started a program to provide customer bonuses. The posts at the related link will have the latest and best information that has been provided directly by Sony and is the only source for new information available.

No, if a game is included as part of a PSP bundle, it will come as a UMD. It's not really possible to distribute PSN games on a bundle like this because A) It will lack a memory stick, and B) PSN games are bought on a PSN account, and it won't have your details yet. But it might come with a voucher to redeem on the PSN for the game.
