Most public schools do not close for Patriot Day.
NYC is expecting about a foot - I don't think that's enough to close them, historically, as they very rarely close.

When to close for Thanksgiving is decided by each school district. Usually, in the districts I am familiar with, students get out for Thanksgiving and if it is on a Thursday, they get Friday off, too.
Here in fort Wayne it is close to 6000 per student
