It already is, after all there are people who consider it a lifestyle, rather than some genre of music. Punk has its own set of ideals, rules, and norms like any other culture out in the world. Someone who's edge, vegan, an activist, and heavily involved in the scene; can be as punk as the "crusty" who likes to go to shows regularly.
Emo, Gothic, & Punk are all different things. A skater would most likey be a punk style.
