Technically speaking, sure. In theory it is possible to have any substance at 100% purity. I highly doubt we will ever be able to create it though. In order to create perfectly pure water, not a single molecule of any substance could be dissolved in it. The problem with that is that water is the ultimate solvent. Practically everything dissolves in water at least a little. So in order to create 100% pure water, every single molecule dissolved in it would have to be removed and that just isn't possible to my knowledge
