Generally speaking, it is illegal in western countries to harm or injure another person, or deliberately put them at risk of harm, even if they have consented to it. As to what is and isn't "harm", I wouldn't be foolish enough to attempt a legal definition. So you could argue that sadomasochism is illegal only if it can be said to harm or injure someone. Some kinds of light S&M are perfectly legal in some places. (All kinds of consenting S&M might be legal in some countries, but I don't know of any.) There are definite examples around the world of people who have been charged and found guilty of assault, reckless endangerment, and even murder (among other charges) for participating in consenting S&M. Usually, only after something has gone wrong. The international BDSM community has many ways of dealing with this potential risk.
