Yes and no. Effective November 21, 2006, foreign same-sex marriages are legal in Israel and same-sex Israeli couples are free to wed elsewhere and return to Israel as legally married couples.
A 2010 Israeli law enables Israelis with no officially registered religion to join in a civil union which is recognized by the state, but which lacks some rights and privileges. As an example, anyone whose mother is Jewish cannot obtain a civil union, even if they say they have no religion.
The first legal civil union was performed in Israel in April 2011, with 25 additional couples waited for permission.
However, no legal same-sex marriage has been performed in Israel. The reason is because Israeli law specifically empowers certain religious groups as the only authorities that can officiate at weddings. There is no such thing as a civil ceremony option for weddings in Israel. None of those fifteen specific groups is willing to officiate at a same-sex wedding because of religious objections. If one of those fifteen religious groups changes its policy, then it may on the very same day begin marrying same-sex couples in Israel with no change in Israeli law required.
