Sauron is a spirit, or a fallen angel. The creator god Eru first created a host of spirits to aid in his creation of the world. The greater of these are the Valar, the lesser are the Maiar.
One of the Valar, Melkor, introduced evil into the world by trying to alter the 'Song of Creation', the original master plan for the physical world as intended by Eru. Some of the Maiar followed him here, but another named Mairon, was corrupted later. Mairon's greatest virtue was his love of order and efficiency, and this led him to follow Melkor seeing that his power could help him achieve his own goals more quickly. Melkor was defeated and could no longer affect the world, but Mairon, now called Sauron, became the next dark lord in his place.
The Mouth of Sauron, in both the movie and the book The Return of the King, is a lieutenant of Sauron that knows Sauron's mind, so Sauron speaks through him. He is still a Numorean man, however, and hopes to gain much from Sauron's conquest of Middle-Earth.
