Scientific ideas are subject to scrutiny from near and far, but nobody ever takes a vote. If the question of plate tectonics had been decided democratically when it was first presented in the early twentieth century, we would, today, have no explanation for the origins of much of Earth's terrain. Scientific ideas are accepted or rejected instead on the basis of evidence.

Of course China is a democratic country (in a political science view). There are many levels of democratic countries and it fills it in is basic form: It is "Democratic" in the same sense as East Germany was or the Democratic Peoples Republic of North Korea is today. Two arguments: (1) It has a parliament (2) It has elections other arguments: (3) representative legislative body (4) elected hierarchy there are several more to that. It matters not that the parliament is a "rubber stamp" organization. Nor does it matter that there is only one party to be elected.

Most of countries in developing worlds may be termed as undemocratic.
