Shuppet is a more offensively oriented Pokemon while Duskull has much higher defense. If you are willing to evolve Duskull into Dusclops (lvl 37) then Dusknoir (trade with reaper's cloth) it will be (overall) much stronger than Shuppet or its evolved form Banette (lvl 37).
Duskull will still have lower physical attack than Shuppet, even when comparing both fully evolved forms.

A good Pokemon for a 3rd is Metagross or Gastly,Shuppet and Duskull or a Minun, Plusle or a Elekid
Chimeco is found on Mt. Pyre's summit on Ruby and Sapphire. However, Chimeco is rare so you will often run into Duskull and Shuppet before finding Chimeco.
