It really depends on how you train the Pokemon if you evolve it as soon as possible and never touch it again then it would NOT be a good choice for the elite four but if you train it right it could be in your elite four hall of fame

There's something called EV training, It's fairly compacted but if you do it right you can make a fairly goog Pokemon (I'd evolve it to jumpluff, It has better base stats)

Actully, Skiploom can fly! It uses its flower on its head and the flower spins which makes skiploom fly.
Skiploom evolves at level 27.

Skiploom is #188 in the national pokedex, and it is a Grass-Flying type Pokemon.
Skiploom can be accessed with 6 badges, in the Johto Safari Zone (same area as Hoppip and Sunkern.) The person who says "Skiploom is not there" is lying! I got Serebii and GameFAQs to back it up!
Hoppip evolves into Skiploom starting at level 18. From there Skiploom can evolve at level 27 into Jumpluff which has the same typing as Hoppip.
In Pokémon FireRed, Jumpluff evolves from Skiploom when it reaches level 27. Skiploom itself evolves from Hoppip at level 18. Therefore, to obtain a Jumpluff, you need to level up Hoppip to 18 and then Skiploom to 27.
Hoppip first evolves into Skiploom at level 18. Skiploom can then evolve further into Jumpluff at level 27. Jumpluff does not evolve into anything from then on.
