While comparatively cold (the freezing point of water), snow may be much warmer than the air around it, which can have a much lower temperature. Snow is also an insulator, as shown in the snow-block igloos used in some Arctic regions.

When snow is NOT warmer than the surrounding air, it absorbs heat and begins to melt.
