The term "electrical system" probably doesn't apply to soil. Soil is conductive, more or less. Clay soil is more conductive than sandy soil. It would be difficult to make a patch of ground into an "electrical system" even though some conductivity could be expected.

As an afterthought, lightning, the great conduit for charge equalization between sky and earth, shifts huge volumes of current when it "turns on" and air becomes fire. The ground pretty much acts in support of the monster currents in play, a few fulgarites aside. If that's an "electrical system" per the meaning in the question, then the answer may be yes.
