It depends on how much time you are referring to. The uterus is down behind your pubic bone for the first 12 weeks. After that it will be detectable low in your belly and should be growing up at a rate of 1 cm per week. (At 14 weeks it will be 2 cm above the pubic bone). At 20 weeks the fundus (top of the uterus) should be at your bellybutton.
Many first time moms don't really start growing "out" or "showing" until late second or early third trimester. As long as it is growing up according to schedule, it should be fine. If it is not meeting the growth pattern, your doctor or midwife should be getting regular ultra sounds to monitor the baby.
