personally, yes, as you can get a lugia at a earlier level (lugia is better than ho-oh), and so it can get more stat experience than its level 70 counter part in heart gold.Also, Soul silver has groudon which beats kyogre via SD-Tpunch
heartgold is better because lugia is stronger in heartgold and lugia is stronger than ho-oh
HeartGold and SoulSilver are basically the same game with minor differences such as wild Pokemon and specific items.Most people say that soul silver is beter but i think heart gold because ho oh is more rarer than lugia since lugia is more popular

Pokemon Soul Silver is not harder than Heart Gold because they are the same game but they have different pokemon.

it depends what Pokemon you prefer, like if you want your lugia to be stronger than your ho-oh, get heartgold because it will be lvl 70 but in soulsilver it will be lvl 45. it depends on other Pokemon but you can just look them up.

Well, both video games are the same, but in Heart Gold you can catch Ho-Oh and in Soul Silver, you can catch Lugia. In my opinion, I would get Soul Silver Because Lugia is a way stronger Pokemon than Ho-oh. I hope this helps you.
There both the same, just some Pokemon appear more in Soulsilver than in Heartgold, same with Heartgold to Soulsilver. Also, Lugia, in Soulsilver, is level 45 when you find it, but in Heartgold you find him level 70, in Soulsilver Ho-oh is 70, but in Heartgold, he is 45. There is VERY little difference's between the two games. Also, not to be mean, but you spelled silver in Soulsilver wrong.
