O.K. Spa I am going to assume we are talking about "Hot Tubs". Let's break this down into two answers.
1) Residential hot tubs are considered bad news because more often than not these tubs are not treated correctly and or over treated making them almost caustic. Your neighbour's hot tub is generally not the place to be with any fresh or new piercing, just because the chances are good that the water is not balanced correctly.
2) Municiple or Public hot tubs are still not a good idea, however over your neighbours hot tub they are much better because the water must be tested and maintained in accordance to public health guildlines. I still wouldn't want to be taking a new piercing in the hot tub regardless just because of the open wound factor.
