The statement is not correct. Electricity is generated by the movement of the charges. So if the charges are static, i.e if they do not change their position then how electricity/current will be produced.

Static Electricity is very useful in many things we use in our everyday life. For instance, Photocopiers use static electricity to give the image or text a charge. The toner and the image have opposite charges because opposite charges attract. Static Electricity is also used in the ink. It makes the ink attracted to the places in which the information we need to be printed on the paper not where its supposed to stay white.

Well i don't know about electricity but i know about static electricity. Lightning is like static electricity, except on a much bigger scale. Both lightning and static electricity happen because of the attraction between the opposite charges. When static electricity moves, it is a current. When static electricity in clouds discharges to earth there is a huge, very short current pulse (surge).
