In super smash bros. melee, tails, toad, raichu, sonic, shadow, ash catchem, and some others are all myths. Someone started a rumor of these characters actually being playable if you meet impossible tasks, but i have completed raichu and sonics tasks and found those were not true. I came to the conclusion that the others were not true. if you want to try one out i still remember raichu's task: beat event 50 with pichu. (the event with giga bowser, ganondorf, and mewtwo). apparently you will also get event 52 where you get ash catchem.
