It's a privilege. Nobody has the absolute right to drive a vehicle. They have to prove they're intelligent enough to understand road signs, competent enough to operate the vehicle safely - and responsible for their own actions if something goes wrong. They have to be mature enough to use the vehicle sensibly, with due regard to other road users and pedestrians.
