It is illegal to use an automated system to place commercial calls to, from, or within the United States, with certain narrow exceptions. Non-commercial calls, including political and charitable entities, are exempt, and a business is allowed to robocall you if you have an established business relationship, or if you have given your explicit permission. Note that this prohibition applies even if your number is not on the national "do not call" list. Unfortunately, enforcement of this law (Title 47, United States Code, Section 227, paragraph b.1.B.) is not very effective.
