Even ignoring the fact that if it were wholly legit on your side, it would be cheating the people who placed the ad by artificially inflating the number of clicks...
It's insane to think you could earn ten dollars by clicking a link. Just think about the economics for half a second: in order for someone to pay you to click on a link, it has to earn at least as much for them as they're paying you, or they'd go out of business. A "click" on an ad that doesn't result in a sale is usually "worth" a tiny fraction of a cent to the advertising agency, so any site that offers to pay you more than that is both cheating the people who placed the ad and has no intention of paying out to you anyway.

Generally speaking a one dollar per click site is a scam....I have tried every ptc site there is on the web. A lot of the ptc sites on that link only pay fractions of pennies for clicks.

It is a scam site. There are more than a thousand paid to click sites on the Internet but most of them are illegal and scam.
