No, it is a six-cylinder gasoline engine. If it were diesel, it would be labeled "300SDL" and make a lot more racket when the engine is running. The 300SEL is a W126 body style and is longer than the 300SE.

The oil plug can be reached by removing the splash guard underneath the engine. The oil filter is on top of the engine, on the driver's side, toward the firewall (rear).
The fuses in the 1989 Mercedes 300 control things like the lighting system, the door locks, the wipers, and the instrument gauges. The fuses also control the trunk latch and the turn lights and brake lights.
