Well, that might depend upon who you are asking. Citizens own the National Parks, and no one can stop you from entering, or 'close' the park to you, without Probable Cause (or its 'cousin' law, actually); those scary-looking 'guards' notwithstanding.
A reply of "Shoot me, then" to these thugs works great, and has just recently been re-verified (We'll try and bring back the link). EDIT: the link, "National Park Rights," available on YouTube until at least the middle of the summer of 2013, has been removed.
We suggest, if attempting to exercise your Constitutional right to enter a National Park when no overt safety issues exist, that you have it documented. Another 'National Park Rights' video will be uploaded to YouTube in the coming days, outlining the respectful procedure to enter a National Park when law enforcement has assumed a posture of keeping a citizen out.
