Yes, Kingdom Hearts Final Mix is kind of like a second Kingdom Hearts 2, but there are some differences in the storyline.
Limit Form is only available in Kingdom Hearts II Final Mix+, which is only available in Japan. In Kingdom Hearts II Final Mix+, Limit Form is obtained at the same time you get the Oathkeeper Keyblade in Twilight Town (once Sora finds out about Kairi).
Kingdom Hearts Final Mix is a Japan-exclusive title and is not sold in America.

You don't upgrade it. The final mix is a completely different game. And it's only available in Japanese. The game doesn't even work on a English ps2.

Essentially, Kingdom Hearts II is the same as Kingdom Hearts II Final Mix +. Final mix has a secret ending, new battles, a new difficulty setting, and additonal items (all based on the Manga). It's a two-disk game; Kingdom Hearts II Final Mix and Chain of Memories.
