Jesus claimed to be a King and all authority in heaven and on earth has been given to Him. He rules over the Kingdom of Heaven. His laws, the benefits accruing from obeying them and the penalties for disobeying them are set out in Scripture. The Kingdom of Heaven even has the equivalent of a written constitution in the New Covenant.
Scripture also says that if we are born of water and the Spirit we enter the Kingdom of Heaven. This is obviously a parallel with our citizenship of the country in which we are born making us entitled to all the benefits which go with it. You could say then that we become citizens of the Kingdom of heaven by birth through baptism.
If you read Scripture with the Kingdom of Heaven in mind as the central element then you will see that scripture is like a jig-saw which fits together simply and comprehensively.
