The Vatican is built on the hill - Mons Vaticanus - but the city itself is relatively flat.

Non-Player City levels are based on what level the Flat the City was built upon was when the City was abandoned. Id est; a Level 5 Flat will yield a Level 5 Non-Player City, a Level 8 Flat will yield a Level 8 Non-Player City, and so on.
The centre of the city is reasonably flat, but there are some higher areas in the city. Dublin is built on a river and just where it flows into the city, so naturally the land is higher as you move further from the river. As you go out from the city, to the south and southwest there are mountains, so you are slowly ascending as you approach them. To the north of the city is not as steep but there is also a bit of an incline. To the west it is relatively flat and to the east is the Irish Sea.
