Yes. Its Alabama State Capitol building, completed in 1851, though wings have been added since. It was placed on the National Register of Historic Places in 1960 as the First Confederate Capitol. The Montgomery Convention of the seven states which had already seceded drew up the Provisional Constitution in the Senate Chamber on February 4, 1861, and elected Jefferson Davis Provisional President until an election could be held in February 1862. The permanent Constitution was also adopted there on March 11, 1861, before the Confederate government displaced to Richmond following the secession of Virginia in April.

Some states have incorporated the Confederate Battle Flag into their state flags as a mark of their heritage. At this point I think the secret reason they still have it is because they find it so much fun to watch people get their panties in a twist about it.

As a resident of SC and to my knowledge the confederate flag does not fly over the capital building. I seem to recall it was moved to the grounds in front of the capital with it's own monument.

This is not correct, Montgomery, Alabama was the first Confederate capital in 1862, Jefferson Davis was sworn in on the steps of the Montgomery Capital building. Also you can still visit the first confederate white house where Jeff Davis and his family lived before the southern capital was moved to Richmond, VA.
