No. Gt 430 is a low end graphics card that is not built for gaming. You should be able to play on low settings.
Well enough to play it at full graphics possible without any noticeable FPS drop under normal circumstances.

Yes you can. But it will not run smoothly, or with very high framerates. You will have to put most, if not all, graphics settings on low or off, and make sure you have AA (anti aliasing) off! That will bump up your framerate a bit
