Yes, actually you can. But I would recommend you use the permanent dye first and then follow up with the temporary color. This is a technique that some hair professionals use when taking a blonde to a deeper shade of color. It will infuse the color deeper and cause the color to be longer lasting. But as a rule, after using the permanent dye... rinse the color out thoroughly (don't condition) and towel dry. Then apply the temporary color (use one that is similar to the permanent hair color you have chosen) and then let process for the designated amount of time. When the hair is done processing, rinse, shampoo and condition. I recommend allowing the conditioner (preferably a good one) at least three minutes to soak in. Then rinse and style as usual.

Only if you use really crappy and cheap hair color. I get mine done at a salon and it doesnt fade at all. The only color that won't wash out is a permanent color. Every other one will, especially temporary color, and that is what it sounds like you have because of it being on the towel. Temporary color only lasts one wash and is meant to come out then. You will need to rinse your hair better so that there is no color on the towel. Also if you want to have the color last longer in your hair get a semi permanent color; it lasts 6-8 washes.
No a rinse just lasts one wash and does not go into the hair shaft. The only way to cover gray hair is to use permanent colour.
I would not recommend relaxing and putting a lightener (bleach) on your hair the same day it is relaxed nor a permanent hair dye or color.The answer would be yes,If you are going to relax your hair and you want to add a temporary color/rinse that's fine.So you can color your hair after it has been relaxed but not with a permanent hair color.If so that will cause breakage and bad damage.

You should just be fine, but stop coloring your hair for now. Ask your doctor if a 'rinse' (not a permanent color) is fine (but only use this if you have the start of gray hair and not because you just want another color.) The skin is the largest breathing organ of the body!
