No. The British Royal family have been ethnic Germans for a very long time. Then in 1923 Prince Albert married a Scottish lady named Elizabeth Bowles-Lyon. He became the King in The King's Speech movie and the father of the current Queen (Elizabeth II).
So, the current Queen is half Scottish, but her son, Charles, married Diana, who was English, and THEIR son also married an Englishwoman.
After a very long time, the family is gradually becoming "more" English, but no Welsh.
The earliest possibility of even a half Welsh Prince of Wales would be a grandchild of Will and Kate! But that's a long way off, and depends on several other super boring factors, and since you went to sleep long ago...

Wales never joined England. Wales is a pricipality and member of the United Kingdom. The last Welsh King was Owain Gwynedd (1170), the last Prince of Wales (whom was Welsh - duh!) was Madog ap Llywellyn (i think was 1409). I think the last living Prince of Wales who was Welsh (not English), was Prince Einion. The Principality was actually founded around 1206.
This is an interesting question. I don't think there were any full blood Welsh born prince of Wales because Wales was never fully united unless it was under someone who revolted against the English or tried to conquer all of Wales. But the current Queen of England is part Welsh. She is descended from a Welsh ruler named Rhys ap Gruffudd as were all the English rulers since the Tudors. If you look at it that way, the last Welsh born Prince of Wales is her son, Charles.

He tried to get more land so he attempted to take over Wales. The Welsh King stood up for his country, as did his son, but they were captured. Edward I decided to give his eldest son the title of Prince of Wales so no Welsh prince could become King. This tradition is still running.
Prince William is now the Duke of Cambridge. He will not become the Prince of Wales until his father Prince Charles, the current Prince of Wales, becomes King. Even then, the title of Prince of Wales does not begin automatically. Prince William must have an investiture which bestows the title of Prince of Wales upon him.
