It's a reliable enough engine, but won't be approved for use in California without being retrofitted with Selective Catalytic Reduction. Economy... Caterpillar has a reputation more for power than economy. The Cummins ISB, Mercedes-Benz MBE900, or Navistar DT466 might be better options in that regard.
A lot of it depends on your application, as well. It's applicable for medium duty applications, and some limited heavy duty applications, such as local P&D work.
