A tundra is a climate distinction in regards to terrain. Areas that are classified as a tundra contain lush green, are rich in fertile soil, and have an abundance of fresh water accessible to the region.

Very, very cold. But that is sort of obvious when you hear the word artic. Arctic Tundra to be specific. And a tundra is empty and cold. The terrain is filled with snow and the wind would be confusing and would make the difference between actual land and sky difficult, blurring the horizon.
