It can be. The usual difference is a 'UK' (usually 'European' edition) game will have more languages available, like French, German, etc, whereas a US edition will usually only be English and Spanish.
Depending on the sophistication of the localisation team, the game might have regional spelling differences ('armour' in the UK, 'armor' in the US).
National laws can change the content too. US games often have sexual scenes more heavily censored, such as those in The Witcher. While due to German law, European games often have violence toned down, such as the removal of killable child characters in Fallout 2.

Depends on the region of the game you are buying. The PS1 is region locked, so only games from the same region can be played on it. If the seller on Amazon is selling a UK version of the game, it can be played on a UK PS1. If he is selling a US version, you will need a PS1 from the US, etc.

There are (at least) two game shows called The Chase; the original UK version and the newer US version. Both (as far as we know) are continuing.
