No. It is secular. The Founding Fathers very wisely looked at the history of religion in government and the abuses it causes to the individual. They wanted to insure that there was no state sponsored religion so they set up a government that was free of religious requirements to run for office, make decisions, and to run the government. The influence of religion in government has led to abuses in the past and by stating that the individual has the freedom of religion they set up a system to guarantee that the individual may worship any way they want. This makes the US government secular and guarantees that the people do not have a state sponsored religion.
