Western Sahara is a non-self-governing territory under Moroccan administration. Morocco has divided the areas into three provinces, the northernmost of which bleeds over into Morocco. The three provincial capitals are Laâyoune, Samarra, and Dakhla, and are all subservient to the Moroccan national capital of Rabat.
