I believe in most states it's the chasis that determines the age. It depends on the modification percentage or major changes you make to the chassis that would determine if it keeps it's "age". States have different rules as far as how much you can make major changes to keep it's "original age."

It may have to be reinspected/certified to make sure it's street legal.

I can't remember what they call it when you make major changes to a vehicle it then comes under a different heading.
