I don't know if this is true or not.

But how exactly is this a reduction of benefits? It actually seems fair to me - if I spend only the 28th, 29th, and 30th of September in a tax-free zone, I haven't really earned the other 27 days also being tax-free, have I? But Uncle Sam has been allowing everyone to get the whole month as tax-free. If the change as you state above goes into effect, I'll get the tax-free pay for the exact days I earned it.
